As part of the Government's 'Better Regulation' drive the Government and its regulators are simplifying all environmental guidance to make it quicker to understand and easier to use. Environmental rules are not being changed – the idea is to explain the law and policy more clearly.
This week Defra's plans for revising the Energy, carbon and other greenhouse gases guidance will be published on the consultation pages of the Defra website. This topic covers the following subject areas:
- Carbon Reduction Commitment (CRC)
- EU Emissions Trading Schemes (EU ETS)
- Climate Change Agreements (CCA)
Each of these subject areas will be open for public comment for 4 weeks from the date they go live on the website.
The plans outline proposed content for revised guidance. There are also recommendations for what should happen to existing relevant guidance when Defra’s agencies’ web content is moved to GOV.UK.

Alongside the Welsh Government, the Environment Agency and Natural Resources Wales, Defra have also launched a survey on the impact of the revised Part 2A Statutory guidance and supporting research projects, publications and other initiatives.
The aim of the survey is two-fold:
- Assessing the level of understanding across the sector of the key principles that were introduced under the revised Statutory Guidance, implemented by Defra and the Welsh Government in April 2012.
- Gathering Local Authority and other stakeholder views on the usefulness of the revised Part 2A Statutory Guidance for the determination of contaminated land, as well as its impacts on the land contamination sector in England and Wales.
The survey is open for a five-week period (from 27 January until Friday 28 February 2014, midnight) and is being administered by Cranfield University on behalf of the English and Welsh government departments.
